Buying a Home Near a Primary School in Singapore

The 1km rule still decides P1 priority at most schools, but not at 12 of them. What proximity buys and the 30-month commitment.

Home-school distance decides your priority in Primary 1 registration, not your admission. A Singapore Citizen family within 1km of a school is considered ahead of one 1km to 2km away, and where a band is oversubscribed the school ballots within it.

Two things should change how buyers treat that rule. Admission on distance priority commits the family to 30 months at the registered address. And from the 2027 registration exercise, 12 schools drop the ranking between the 1km and 1–2km bands entirely.

What proximity buys inside each phase

Distance only operates within a phase, and the phases run in order:

Within a phase, the order runs: Singapore Citizens inside 1km, Singapore Citizens 1km to 2km, Singapore Citizens beyond 2km, then Permanent Residents in the same three bands. Citizenship ranks above distance, so a PR family next door sits behind a citizen family 3km away.

Proximity therefore competes only against other families in the same phase. A sibling link or an alumni link in an earlier phase is worth more than any address, which is the first thing to establish before paying for a catchment.

Twelve schools no longer rank 1km above 1–2km

From the 2027 exercise, for children entering Primary 1 in 2028, MOE splits Phase 2C into two equal tracks at 12 schools: one for children within 2km, one for children beyond 2km. There is no further distance priority inside either track.

The 12 are Anglo-Chinese School (Junior), Anglo-Chinese School (Primary), CHIJ (Katong) Primary, Methodist Girls' School (Primary), Nanyang Primary, Ngee Ann Primary, Pei Hwa Presbyterian Primary, Raffles Girls' Primary, Singapore Chinese Girls' Primary, St Margaret's School (Primary), Tanjong Katong Primary and Tao Nan School.

At these schools the 2km line still matters, because it decides your track. The 1km line no longer does. A buyer paying a premium specifically for the closest band at one of these 12 should be clear that the ranking it bought has gone.

The 30-month commitment is a property decision

A child admitted on home-school distance priority must reside at the registered address for at least 30 months from the start of the registration exercise. Where that is not met, MOE may transfer the child to any school at its sole discretion, and the parent has no say in which.

Thirty months is the part that turns a school decision into a property decision. It rules out buying into a catchment and reselling once the place is secured, and it sets a floor on how long the home has to suit the household.

For owners, that floor lands inside the Seller's Stamp Duty holding period. A household that buys, registers and then needs to sell early can face an SSD bill and the transfer risk at once. Renting into a catchment carries its own gap

A rented home can be the registered address, and renting avoids paying a purchase premium for a place that balloting may not deliver. The 30-month requirement still applies to that address.

A 12-month or 24-month tenancy therefore leaves a gap the landlord has to renew through. A landlord who sells or moves back in mid-way creates exactly the situation the rule penalises, and the family carries the consequence rather than the landlord.

Where you rent for a catchment, negotiate the tenure up front. A two-year lease with a documented option to renew is a different risk from a one-year lease renewed on goodwill.

Work out what the premium buys

Where a home inside a catchment costs more than a comparable home outside it, the gap is the price of a priority band, not of a place. Test it before paying:

  • Pull transacted prices, not asking prices, for comparable units inside and outside the boundary. Compare the same project or the same street where possible, and the same unit size and floor band.
  • Check the school's balloting history. A school that has not balloted in Phase 2C for several years offers a weaker case for a premium than one that ballots every year.
  • Confirm whether the school is one of the 12. If it is, the 1km premium is buying a ranking that ends with the 2026 exercise.

A premium can still be rational. A household that wants the area for its own sake, intends to stay well past 30 months and treats the school as a secondary benefit is making a different decision from one buying purely for the ballot.

The affordability question comes first

A catchment premium raises the purchase price, which raises the downpayment, the stamp duty and the monthly instalment. Those move with the price whether or not the ballot succeeds.

Where the numbers only work at the top of the range, the school place becomes the justification for a purchase the household could not otherwise carry. That is the case to avoid, because the ballot can fail while the mortgage does not.

Questions to answer from your own numbers

  • Do you have a Phase 1, 2A or 2B link to the school, which would outrank any address?
  • Is the school one of the 12 moving to two tracks, and does that change what your target band is worth?
  • Can the household stay at this address for 30 months without strain, and does the home still suit you if the ballot fails?
  • What is the transacted price gap between comparable units inside and outside the boundary, and what does that gap cost after stamp duty?
  • Could you rent into the catchment on a lease that runs the full 30 months instead of buying?

Buy inside a catchment when you would want the home and the area regardless of the ballot, can carry it on your income, and can commit to 30 months. Rent when the school is the main driver and you would not otherwise choose the area. Stay put when the premium only clears at the edge of what you can afford, since a failed ballot leaves you with the mortgage and not the place.

Does buying within 1km guarantee a primary school place?
No. Distance sets your priority order, not your admission. Within Phase 2C, Singapore Citizens inside 1km are considered before those 1km to 2km away, then those beyond 2km. Where applicants in a band exceed the places available, the school ballots.
How long must I live at the address after registering?
