District 15 vs Bayshore: Two Ways to Buy the East Coast

One is a finished district with schools and shophouses. The other is a precinct still being built. How the two east-coast options differ.

Buyers looking at the east coast are usually choosing between two different things. District 15 covers Katong, Joo Chiat, Marine Parade and Tanjong Katong, a mature district where almost everything is already built. Bayshore sits in District 16 and is a precinct being assembled now, around a station that opened on 23 June 2024.

Both sit on the Thomson-East Coast Line and both are minutes from East Coast Park. What separates them is time: one is finished and priced accordingly, the other is a plan with a construction schedule attached.

Freehold availability is the structural difference most buyers underweight. District 15 has a genuine freehold stock, including projects such as The Continuum. Bayshore is a Government Land Sales precinct, so the supply is leasehold.

One district is finished, the other is a schedule

District 15's amenity exists. The food, the shophouses, the schools and the transport are in place, and the price reflects that. A buyer knows what they are moving into.

Bayshore's case rests on what URA has planned: a car-lite neighbourhood next to the station, a central park, an integrated transport hub, a school and a transit priority corridor. A separate mixed-use Government Land Sales site at Bedok South MRT could yield around 1,280 residential units.

Those are plans with timelines, not features available on completion. A buyer moving in early lives in a precinct under construction, with the amenity arriving over subsequent years.

The school comparison just changed

District 15's four established primary schools have been a genuine draw: Tanjong Katong Primary, CHIJ (Katong) Primary, Tao Nan School and Ngee Ann Primary.

All four are among the 12 schools moving to a two-track Phase 2C from the 2027 registration exercise. Inside each track there is no home-school distance priority, so living within 1km no longer outranks living 1km to 2km away at any of them.

That does not remove the schools from the district, and being inside 2km still decides which track you enter. It does change what a 1km address is worth relative to one slightly further out. Our article on which areas and homes the two-track scheme affects works through the mechanism.

Bayshore is planned to include a school as the precinct develops. For a family with a child entering Primary 1 within the next few years, a planned school is not a substitute for an existing one.

Supply timing works differently in each

District 15 has absorbed several large launches in recent years, including Emerald of Katong and Grand Dunman. Their completions add resale and rental competition on a known schedule.

Bayshore's supply is earlier in its cycle. The precinct is being released progressively through Government Land Sales, so a buyer today is buying ahead of supply that has not been tendered yet. That is the trade at Bayshore: entry before the precinct matures, against competition from later phases when you come to sell.

Who each suits

District 15 suits a buyer who:

  • wants amenity and transport that already exist
  • values freehold tenure or the option of it
  • is buying to live in now rather than to hold through a build-out
  • wants a district with an established resale market

Bayshore suits a buyer who:

  • accepts several years of construction for a lower entry price
  • intends to hold past the precinct's completion
  • wants a new 99-year lease and a new build
  • does not need an established school inside the catchment now

The holding period is what separates them. A Bayshore purchase makes its case over the years the precinct takes to finish. A buyer who may need to sell inside that window is exposed to later phases competing directly with their unit.

Checks before you choose

  • Compare transacted prices for the same unit size in each area rather than launch prices against resale prices.
  • For Bayshore, ask which planned amenities have committed timelines and which are indicative.
  • For District 15, check whether the school you care about is one of the 12, and what your target address is worth under the new track structure.
  • Check the tenure and the remaining lease on anything in District 15, since the stock mixes freehold and leasehold of varying ages.
  • Model the exit: for Bayshore, against later precinct phases; for District 15, against the recent large completions.

Neither area is the better buy in the abstract. District 15 is the answer where you need the district to work on the day you move in. Bayshore is the answer where you can wait for it to be built and want the lower entry price that waiting buys.
