HDB says an HFE letter can take up to one month after it receives all required information and documents. The letter remains valid for nine months. A resale buyer needs a valid letter before the seller grants an Option to Purchase (OTP), so apply before you start serious negotiations.
The HDB Flat Eligibility (HFE) letter combines flat eligibility, CPF housing grants and HDB loan assessment in one result. It replaces the older Intent to Buy and HDB Loan Eligibility processes for current applications.
The HFE letter answers three questions:
An HDB loan amount is an approved financing ceiling, not a flat budget. You still need to cover the downpayment, Buyer’s Stamp Duty, legal fees and any Cash Over Valuation.
For a resale purchase, the HFE date affects the contract. HDB requires a valid HFE letter when the seller grants the OTP and when the parties submit the resale application. A bank borrower still needs the HFE letter for flat and grant eligibility, then needs a valid bank Letter of Offer before exercising the OTP.

HDB gives a processing time of up to one month after receiving the full set of required information and documents. Count from document completion, not from the evening you first opened the application.
Three situations often add time:
Do not promise a seller that your HFE letter will arrive on a chosen date. HDB controls the assessment, and a missing payslip can reset your own plan.
Check the HDB Flat Portal and the contact details used in the application. If HDB asks for a document, upload the correct period and full set. A partial bank statement or payslip creates another round of checks.
The application uses Myinfo to retrieve available personal and income information. HDB may ask for supporting records when Myinfo lacks the required detail.
The exact list depends on how each applicant earns income. Prepare documents that show both the amount and the period HDB requests.

Use HDB’s income guidelines and document page for the list shown for your employment type. The portal’s request takes priority over a generic checklist.
Household details also need to match. Names, family nucleus, applicant roles and occupiers should remain consistent from the HFE application to the OTP and resale application. A planned ownership change deserves a fresh eligibility check before anyone pays an option fee.
An issued HFE letter may approve one part and decline another. Read the flat, grant and loan sections on their own.
This section identifies the flat types and purchase routes available to the household. Conditions can depend on citizenship, age, family nucleus, property ownership and past housing benefits.
The letter states the grants and amounts assessed from the submitted information. Do not add an online grant estimate to the HFE amount. Use the issued figure in the budget.
The loan section states whether HDB will lend and the assessed amount. HDB considers income, age, current debts, job stability and repayment record. The applicable loan-to-value limit and the remaining lease can reduce the loan further.
A buyer choosing a bank loan should seek an In-Principle Approval while the HFE application is underway. Compare the bank result with the HFE result rather than assuming both lenders will offer the same amount.

HDB gives an HFE letter a nine-month validity period from the issue date. HDB does not extend an unused expired letter.
Put two dates in your calendar:

HDB states that a flat application submitted with a valid HFE letter can continue even if the letter expires during processing. An expired letter that was not used for a flat application does not support a later purchase.
Do not wait until the final week to restart. A new application can take up to a month after all documents are complete, and the result may change with household or financial circumstances.
HDB may also review an HFE letter when relevant circumstances change. A change in household composition, employment or property ownership should prompt you to check with HDB before relying on the old result.
For a resale purchase, the seller grants a 21-day HDB-prescribed OTP. The option fee can be up to $1,000, and the deposit after exercise can reach $5,000. The HFE letter needs to be in place before this countdown starts.
Before accepting an OTP, check:
If you use CPF or a housing loan, submit the $120 Request for Value by the next working day after the Option date. Wait for the value before exercising the OTP. The value determines the base for CPF usage and the loan reference.

The month before the HFE result need not stop the preparation. Use it to:
Avoid paying deposits under informal arrangements while waiting. The HDB OTP and eligibility sequence protect both parties.
Apply early enough to absorb a document request and still negotiate without a deadline hanging over the household. Once the letter arrives, use its approved amounts rather than the figures from the Preliminary HFE check.
