Condo Downpayment in Singapore: Cash and CPF Needed

Coastal Cabana is the only executive condominium with developer units still for sale in July 2026. It is also among the last ECs sold under the old five-year Minimum Occupation Period. Those two facts matter more to a buyer than the facilities.

99.co's launch coverage shows what sold first: over 90% of the sea-facing units went early, and buyers favoured the larger homes. The remaining stock faces inward or carries the bigger price tags. The view may be weaker, but older stock can give you more room to negotiate.
Note the payment scheme behind any price you are quoted. The $1,734 psf launch average applied to the normal payment scheme; deferred payment, where offered, carries a premium of around 3%. Quotes across the two schemes are not comparable until you strip that out.
On 8 May 2026, MND announced the biggest EC overhaul in over a decade. For future land sites, per the official press release: the minimum occupation period doubles to 10 years, full privatisation stretches to 15 years, the deferred payment scheme goes, and 90% of units will be reserved for first-timers.
Coastal Cabana launched months before the cut-off, so it keeps the old framework: a 5-year minimum occupation period, privatisation at 10 years, and deferred payment where the developer offers it. Nobody can build another old-rules EC. That gives the remaining units a scarcity no marketing brochure can manufacture.
One fair counterweight. If you plan to live in your EC for 15 years anyway, the old rules buy you flexibility you will never use. Do not pay a premium for it.
Jalan Loyang Besar is a coast-and-park address. Pasir Ris Park and the beach sit at the doorstep, Downtown East is nearby, and families get an outdoor weekend without leaving the neighbourhood. The cost is the commute: the MRT is a bus ride away. The Cross Island Line will make Pasir Ris a proper interchange in the years ahead, but no station lands at this corner of Loyang.
That trade-off is the whole personality of the project. A household working in Changi, airport logistics or the eastern industrial belt gets an unusually good deal. A daily CBD commuter should think hard, and should test the bus connection at peak hour before booking anything.
You buy a new EC with a bank loan; HDB loans are off the table. The 30% Mortgage Servicing Ratio applies on top of TDSR, and at 2026 rates it bites harder than most upgraders expect. Our TDSR and MSR guide runs the numbers.

Most buyers here are selling an HDB flat into the purchase. That adds a second transaction and a timing question, the same moving parts we map in the HDB-to-condo upgrade guide.
Whether the remaining stacks price fairly is a unit-by-unit question. Balance lists shift weekly, and the developer's flexibility shifts with them. An EC locks in your housing and your eligibility for years, so spend fifteen minutes with someone who tracks the live list before you fall for a specific showflat unit. It is the cheapest protection available.
Coastal Cabana suits an eligible household anchored in the east that values the park and coast more than a short rail walk. Look elsewhere if you commute to the CBD each day or need to stretch the MSR for the remaining unit. If you missed Rivelle Tampines' one-month sell-out, this is the remaining 2026 EC supply.
