Rivelle Tampines sold all 572 units within a month. Sim Lian moved 92.5% of the project over its late-March launch weekend. When the second-timer ballot opened on the morning of 25 April, the last 58 units went within about an hour. The result shows how much preparation an eligible buyer needs before the next well-located EC launch.

That $1,893 psf average set a record for EC launches. Buyers queued anyway, because an EC buyer compares against the private condo across the road, and the EC undercuts it while promising the same eventual privatisation. Last year's EC prices never enter the decision.
Supply drought. New EC launches arrive once or twice a year, and each serves only households that pass the eligibility gate: citizen family nucleus, the $16,000 income ceiling, no private property in the last 30 months. Every year a launch skips, more eligible households join the queue for the next one. Years of stored demand meet days of supply.
A once-a-cycle site. Most EC land sits at the map's edges. Rivelle offered a five-minute walk to a Downtown Line station in mature Tampines, and the first EC in Tampines West turned a whole town of locals into a captive audience.
A wide discount. An EC is private-condo product at a regulated entry price, in exchange for occupation rules. When private prices rise faster than EC land costs, the discount widens and launches clear faster. Rivelle caught the discount at its widest.
Weeks after the sell-out, MND announced the EC scheme overhaul of 8 May 2026. Land sites tendered from that date carry a 10-year minimum occupation period, privatisation at 15 years, no deferred payment scheme, and a 90% first-timer quota. MND noted that median new EC prices had climbed by as much as 124% over the past decade, which explains the timing. Rivelle's buyers, like Coastal Cabana's, keep the old 5-year framework.
Read the sell-out and the rule change together. The Government watched upgraders and second-timers treat ECs as a subsidised investment product, and rebuilt the scheme around owner-occupiers. Expect future launches to draw thinner investor demand and give first-timers better odds, at the price of a decade-long commitment.
The last old-rules stock. Coastal Cabana in Pasir Ris is, as of July 2026, the only EC with developer units left, and among the last ever sold under the 5-year MOP. Its location trade-offs are real. That is exactly why stock remains.
The new-rules pipeline. EC sites at Senja Close, Woodlands and Sembawang are expected over 2026–2027. First-timers gain from the 90% quota and the longer priority window. Second-timers should assume worse odds than even Rivelle's one-hour ballot and plan a backup route rather than a queue.
Resale ECs past their MOP. No income ceiling, no ballot, keys when you want them, at market pricing. Households whose incomes have outgrown the ceiling often have no other door. The trade: you pay today's market price instead of the developer's regulated one, and that spread is exactly what made Rivelle worth queueing for.

If the next EC window matters to your family, work out your eligibility, ballot strategy and numbers before launch weekend. Buyers who did that at Rivelle chose their unit. Buyers who did not took what was left, or left with nothing.
Rivelle combined an MRT walk, a mature town and the old EC rules. The same mix may draw another large queue, though later projects will carry a longer commitment under the new rules.
